The article shows how the domination of nonnative institutions serving indigenous peoplein the Canadian north can be conceptualized and how it is a developmental problem. Attention is focused on the conditions and events leading to the introduction and sudden collapse of a producers cooperative in the ethnically complex community of Fort Rae, Northwest Territories.
