Developed by a multidisciplinary group (convened by Project Zero to Three) of 17 experts in the identification and evaluation of high risk infants and young children, this manual presents basic criteria for tracking at risk infants and toddlers. The first section answers such questions about the criteria as the following: What is a tracking system for high risk infants and toddlers? Can these criteria be used by service providers who are not health care professionals? What assumptions have been made in developing the list of criteria? Why does the list of risk factors focus on the child rather than on the family? Criteria are then listed in the following groups: parental and psychosocial factors (no prenatal care, maternal age of less than 15 years, maternal phenylketonuria, parental sensory impairment, parental substance abuse, parental psychiatric disorder, lack of permanent housing); the newborn (low birth weight, respiratory distress, neonatal seizures, microcephaly or macrocephaly, suspected sensory impairment); issues regarding health maintenance (absence of regular professional health supervision); newly diagnosed familial disorders with developmental implications; evidence of growth deficiency/nutritional problems/anemia; known central nervous system insult (infection, trauma, asphyxia, malignancy of the brain or spinal cord); severe chronic illness (respiratory, cardiac, chronic otitis media, seizure disorder); and atypical or delayed cognitive, socioemotional, motor, sensory, or behavioral development.
