Under current arrangements, the Scottish Parliament has powers covering domestic matters such as health, the justice system, economic development, environment and transport, and education. Defense and foreign policy are not devolved; tax-setting is only partly devolved. The author prognosticates that the Scottish National Party (SNP) will exercise more power than they have had in the past, possibly in coalition, or, alternatively, by forming a minority government: He advocates that SNP plans to change the ways in which students are funded in higher education deserve more consideration than likely to be given by the less-than-half of the voting population expected to participate in the election.
