This publication synthesizes eight case studies which trace the development of out-of-school population education programs in eight countries: Bangladesh, India, Indonesia, Pakistan, Philippines, Republic of Korea, Sri Lanka, and Thailand. The case studies show that in all the eight countries, the majority of the population education programs have come up through a process of evolution rather than through strict planning and development processes. The synthesis compares the eight case studies in the following areas: rationale for the programs; evolution of these programs; different modalities and innovative features in curriculum materials development; personnel training; research and evaluation; and coordination. Some of the noteworthy features of the programs include the following. A number of organizations, both governmental and nongovernmental, actively participate in the population education programs. These include youth groups, women's organizations, and trade unions. Population education has been integrated into welfare development and literacy programs. While the main text is meant primarily for planners and policy-makers, the appendices can be very useful for practitioners. They contain guidelines for the preparation of the case studies and for the development of integrated curriculum and instructional materials; sample lessons on population education; and lists of agencies engaged in out of school programs for population education.
