Experiences in prenatal life and early childhood that may cause personality disorders or criminal behavior in later life are examined in these proceedings of the Subcommittee on Childhood Experience as Causes of Criminal Behavior of the Standing Committee on Health, Welfare and Science. This issue, the fourteenth in a series of 19 hearings dating from November 1977 to July 1978, presents the testimony of Sgt. R. C. Holmes, who provides a law enforcement perspective on the problem of child abuse and delinquency. He advises that government at all levels and service agencies make crime prevention a high priority, and suggests that funds be appropriated for preventive social service programs. Testimony of previous witnesses is selectively reviewed. Efforts to prepare police officers for a changing role in society are briefly described. Selected material from a crime prevention project in Centretown, Moncton, New Brunswick and the Adolescent Diversion Project of the University of Illinois at Urbana-Champaign are discussed. A team approach to child abuse cases in Manitoba which mandates cooperation among medical and social services and police forces is described. Questions of committee members extensively probe related issues including poverty, alcoholism, family life, problems of cooperation among service providers. police training, and police and school relations.
