A 1979 Systems and Procedures Exchange Center (SPEC) survey focused on reviewing the current state of fiscal planning and cost studies in Association of Research Libraries (ARL) member libraries. The survey results indicate that, while some libraries are beginning to use cost analysis techniques to evaluate current programs, to plan for new programs, and to revise the allocation structure within the library, broad-based cost studies are rare and frequently viewed as not worth the investment needed to carry them out. At the beginning of this kit, a concise summary discusses the use of cost studies, forecasting as a tool that makes it possible to gain a clear understanding of probable future economic trends, and various budgeting systems. The kit contains four cost studies:"Computerized Literature Searching" (State University of New York at Stony Brook); "Adequacy of Funding for Libraries" (University of Michigan/Ann Arbor); "Portions of the Collection Analysis Project" (Massachusetts Institute of Technology); and "Price Trends Affecting Academic Library Budgets" (Purdue University). Also included are four forecasting documents: "Program Analysis and Planning for a Project to Complete Current Library Backlogs in a Five-Year Period Utilizing the INCOLSA/OCLC Cataloging System" (University of Notre Dame); "Five-Year Forecast, 1978/79-1982/83" (University of Southern California); "The Nature of Stanford Services: 1980-2000" (Stanford University); and "The Five-Year Planning and Budget Process in 1978-79" (Pennsylvania State University).
