The need for constructive correctional officer-inmate interpersonal communication has developed into a paramount, but often ignored, concern of numerous correctional institutions throughout the country. Also, many good reintegrative programs have failed because the programs' penal environments were not up to the task of providing an atmosphere for change. (Author)
