This manual describes a guidance management system which utilizes techniques necessary to identify, plan, implement, control, and assess guidance program activities and services in relation to the school district's changing needs and guidance policy formulation. To be responsive to existing contraints and potentialities within the public school system the management system undertook to 1) plan and organize to collect and analyze information on the existing guidance delivery system and organization; 2) determine general parameters of the planning, control and evaluation functions of the management design; and 3) specify organizational structure to accommodate the assignment of responsibilities and decision-making. The manual discusses the components of the guidance management system as they relate to policy formulation and management, and describes how these components (needs assessment, program development and budgeting, program operations and monitoring, and program evaluation) are operationalized through the techniques of developing a guidance program structure, formulating goals and objectives, conducting program analysis, and collecting and reporting guidance program information.
