The Origin and Development of the African Evaluation Guidelines

In May 1990, the first evaluation seminar in Africa took place in Cote d'Ivoire. It was the first in a series of regional seminars on evaluation planned by the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD). The seminar was jointly presented by the DAC and African Development Bank (ADB). Objectives of this first meeting included the clarification of evaluation needs as perceived by African countries and an exploration of ways to strengthen self-evaluation capacities. It would be another eight years before a second major evaluation seminar to address the clarified needs took place on the continent. During the interim, many grassroots activities took place, one of the most successful of which was the Nairobi Monitoring and Evaluation Network in Kenya. Mahesh Patel, the regional evaluation officer for UNICEF's Eastern and Southern Africa Regional Office, convened the network. Evaluators in Nairobi would meet together once a month at the U.N. compound and make informal presentations to build each other's capacity. Although an informal evaluation organization, the Nairobi Monitoring and Evaluation Network was represented on the President's Panel at the 1998 American Evaluation Association conference. This article describes the complex geographical and cultural context of the African Evaluation Guidelines (AEG) with special emphasis on the role of the African Evaluation Association (AfrEA). It is then followed by a discussion of the development of the guidelines, their implementation, and use.
