This volume is part of a series designed to promote stronger ties between the educational resources in the Northeast and Midwest and the economic development process. It focuses on the question that public officials face in addressing structural dislocation and long-term unemployment: whether to continue only to support those unemployed or to institute new policies to get them reemployed. Two chapters explore ways that public and private sector leaders can help to turn unemployment insurance from a passive income-maintenance program into an active tool for economic adjustment. Training in and promotion of self-employment are specifically discussed. The final chapter includes recommendations on how educational institutions as well as federal and state policymakers can participate in this new adjustment approach and contribute to the self-sufficiency of individuals and the economic health of their communities.
