House Education and Labor Subcommittee on Healthy Families and Communities unanimously expressed concern for the growing trend in cyberbullying during a hearing last June 24. The event, which featured National Association of Secondary School Principals (NASSP) board member Barbara-Jane Paris and other witnesses, including TV personality Dr. Phil McGraw, was held as part of ongoing discussions of the reauthorization of the Elementary and Secondary Education Act (ESEA). Not immune to the impact of cyberbullying in schools, Paris, currently the principal of Canyon Vista Middle School in Austin, Texas, provided testimony based on personal experience. As a high school principal five years ago, one of her students became suicidal due to cyberbullying, and Paris admits that at the time she felt powerless because she had no idea how to address the issue. After much research, she discovered Bully Police USA, a watchdog organization that advocates on behalf of bullied children and reports on state anti-bullying laws, which provided her with strategies to combat cyberbullying at her school. Two themes central to effectively addressing cyberbullying emerged during the hearing: (1) awareness; and (2) collaboration. To raise awareness, Dr. Phil urged parents to close the "information gap" and learn more about their children's use of the Internet and social networking sites in order to understand how to prevent cyberbullying. He suggested that they have an ongoing dialogue with their children about their Internet use and regularly talk about strategies to prevent either being the victim of cyberbullying or the actual perpetrator. Most witnesses found collaboration among parents, students, educators, social and religious institutions, and the federal government to be an essential component of cyberbullying prevention. Paris stressed that she and other school administrators cannot effectively ensure student cyber safety without the support of the federal government.
