In July 2011, the Welsh Government published the first data on adult literacy and numeracy in Wales since 2004. The summary information from the National Survey of Adult Skills in Wales shows that there has been an improvement in literacy levels (though challenges still remain), but little improvement in numeracy. Discussions are ongoing with government ministers and officials about the appropriateness of the current Essential Skills Wales to adults with basic skills needs. Much of the provision for post-16 learners is underpinned by European Funding, or the relatively small budget for adult and community learning. In short, there have been significant changes in both policy direction for basic skills and organisational structure within the Welsh Government. Of particular interest is the shift from an all-age approach to improving basic skills in Wales, to an even more narrow focus on school-age children. This is of concern given the strong evidence on the intergenerational element of basic skills development. Parental levels of education and the educational development of children are inextricably linked, and, given the still poor level of adult basic skills in Wales, there is a risk that focusing an increasing proportion of resources on schools rather than adult learners could be counterproductive.
