Realigning the Orbits of Central Office and Schools

This article discusses why the work of central-office administrators and building administrators seem so disconnected from one another. The fact that central-office administrators and principals seem to travel in orbits with different paths, with seemingly few areas of significant overlap, has a decidedly negative impact on the ability of the school district to focus its energies and resources on the one area that truly matters--improving the quality of teaching and learning. This article also explains how the impact of the No Child Left Behind policy on school governance may well be the shift in the relationship between central-office and site administrators from that of command and control to support and service.
