This report identifies specific goal-oriented interventions that must be undertaken if Latinos in Orange County (California) are to take advantage of the county's economic prosperity. Orange County Latinos are emerging as a rapidly growing, diverse, and youthful sector of the population. The Latino population is clustered in the older neighborhoods near Los Angeles, which have been abandoned by White residents in the process of suburbanization. Latinos comprise 15 percent of the county's population but 30 percent of its poor, and the Latino unemployment rate is twice that of Whites. The median family income of barrio residents is $28,688 compared to that of $43,857 for non-barrio residents. The median educational level of Latino barrio residents is 7.6 years compared with an average of 13.2 years for White non-barrio residents. Lainos are overrepresented among operatives and laborers and underrepresented among executives and professionals. Although Latino school enrollment increased by 63 percent over the past decade, Latinos represent only 4.6 percent of all public school teachers. Information was gathered from a detailed demographic review, a telephone survey of 400 Latinos, a mail survey of 87 Latino community leaders, and a series of focus group discussions. The following primary funding goals were given top priority: (1) improve levels of educational attainment; (2) foster economic opportunities for entrepreneurship and occupational advancement; (3) promote the availability of a broad range of health services; and (4) increase levels of civic and political involvement. Program strategies are suggested for each goal. Statistical data are presented on 91 tables and 10 graphs. (FMW)
