The History and Current Status of Low Vision Services in Scandinavian Countries

To increase understanding of the breadth and depth of services that are currently being provided by the various low vision clinics in Scandinavia, the authors sent questionnaires to the 69 clinics asking for information on the total number of staff members employed in full-time positions and the number of staff members by profession (optometrists; rehabilitation training professionals; social workers; and other staff members, defined as administrative personnel). Results show that low vision services in Sweden, Denmark, and Norway are similar in terms of service delivery and methods. All services are funded by state subsidies through taxes. The three countries also use similar visual acuity criteria for referrals to low vision clinics--0.3 (20/60 or 6/18) or less. Exceptions are made in the case of rapid, progressive diseases that are expected to affect individuals' visual functioning. Other exceptions are made if there are visual field defects that are creating problems in mobility or other situations. The authors found differences both among the three countries and within different areas of a country in how strictly the visual acuity criteria for referrals to low vision clinics were enforced. It is also worth noting that driving with low vision devices is not permitted in the Scandinavian counties. (Contains 1 figure.)
