Oklahoma Title I Migrant Education Handbook, 1979.

In many respects, the United States itself is the school of the migrant child, and local, state and federal agencies must share the responsibility for educating such children. However, setting up a migrant education program on a local scale is both complicated and technical. The Oklahoma Department of Education designed a handbook that would provide a broad overview of the Migrant Education program in Oklahoma and across the nation and assist local educational agency administrators in determining the feasibility of migrant education programs in their districts. The handbook discusses the importance of migratory workers to the state's economy; the special problems of the migratory child (i.e., lack of stability, low self esteem, and nutritional, medical and dental needs); and the national and state goals of migrant education. A chapter on program participation outlines steps to follow in applying for a project and tells how to plan a migrant project. The handbook discusses advisory committees, needs assessment, identification and recruitment of children, and program needs, and describes resource surveys, the Migrant Student Record Transfer System, performance objectives, program emphasis, and evaluation. A chapter on program implementation explores staff development, use of teacher aides, supportive services, and supplementary educational materials available from the state migrant lab. Appended are copies of the eligibility, enrollment, and program application forms. (DS)
