This report, part of the "Challenge to Lead" education goals series, examines the impact of an undereducated work force and calls for making adult learning programs a priority across the SREB (Southern Regional Education Board) region especially during the current recession. "A Smart Move" tracks declining enrollment in adult learning programs in many SREB states and urges states to make a wise second investment in adults beyond the one the K-12 education system has already made in them, particularly those who need basic job skills, preparation for taking the GED tests, and assistance in learning English as a second language. The report outlines actions SREB states can take to help more adults without high school credentials complete adult learning programs and provides examples states can follow.
