Since its 1988 trial issue, the Outline on Secondary School Moral Education has achieved good results, and its practice proves that it has a positive guiding role to play in secondary school moral education work. Some necessary revisions based on the spirit of Some Opinions of the Central Committee of the Chinese Communist Party on Further Strengthening and Improving Moral Education Work in Schools and other documents, as well as the practical experience gained through trial implementation in various locations have been made. The Outline is now formally promulgated, and opinions raised on issues related to its implementation are presented. Among other things, the position and function of the Outline in the work of moral education in secondary schools should be fully recognized. The Outline stipulates the basic requirements of the state for the work of moral education in secondary schools and for students' moral character. The Outline is the basic foundation for schools, families, and society to carry out moral education for secondary school students and is also the basic standard for all levels of education administration and supervision to supervise and evaluate secondary school moral education work.
