The unresolved aspects of access that were handled in the "Report of the Commissioner of Education's Committee on Library Development, 1970" and the "Report of the Commissioner of Education's Committee on Direct Access, 1974" are discussed. Travel distance to libraries providing reference and referral, interlibrary loan, and on-line data base service should be within 20 to 30 minutes of users. Libraries must follow the example of increased hours of opening set by business to accommodate the new social living patterns of today's families. Though library service is free, the cost in time to go to the library could be reduced by mobile service, storefront reading centers, work-place libraries, and mail-order service. Radio, television, and computer technology can reduce the time factor in obtaining information. The concept of a statewide library card, good in all libraries, refuses to die. The policy of not charging for library services should continue, as the introduction of fees would create a barrier to the "information-poor" in our communities. (Author/JAB)
