Often little unsaid things demonstrate what is truly important in a school. When teachers have common planning time and all of the department chairs share a single space as they do at Norview High School in Norfolk, VA, the unmistakable message is that instructional collaboration and leadership are expected and valued. Norview, an urban, comprehensive high school of almost 1,900 students, serves large numbers of military families and is a model of what intentional, collaborative decision-making looks like. Quality instruction, personal accountability, professionalism, and positive relationships are everyone's responsibility. With those expectations in place, student achievement has steadily grown over time. Staff members directly attribute the school's lower dropout rate, higher attendance rate, and increased graduation rate, as well as the dramatic growth in the AP program, to involving all students in structured leadership activities. The continuous improvement process in place at Norview supports teacher, student, and community involvement.
