Argues that the British government's school improvement agenda, manifested through changes to funding of migrant education, contradicts and hinders its social inclusion policy. After describing migrant education funding and discussing migrant student access and achievement, the paper concludes that until the education system responds to the needs of all students, migrant children will have limited or no access to education.
