The speeches presented at the second national conference on testing deal with models for program evaluation, reporting of test results, minimum competency programs, and the role of state and federal government in educational testing. Various approaches to program evaluation, and its relationship to testing are described by Michael Scriven, Lee J. Cronbach, and Robert E. Stake. Responsible reporting about testing is then discussed by Frank J. Macchiarola, chancellor, New York City Public Schools; Harry Handler, deputy superintendent, Los Angeles School District; and Ronald D. Moskowitz, education correspondent, San Francisco Chronicle. The problems and prospects of minimum competency testing programs are reviewed by Chris Pipho, Walt Haney, and Ken Loewe, who describes recent experiences in Florida. Speakers on the government role in testing include Alexander I. Law, representing California; A. Craig Phillips, from North Carolina; and John W. Evans and David M.
