This handbook was designed to assist advisory councils, program staff and administrators, and community members in planning community education programs and in managing those programs effectively. Chapter I defines and describes planning: what it is, why it is used, and how to engage in the process. The critical role of planning leaders is discussed in Chapter II. The strengths and weaknesses of ten different planning approaches and an example of the planning process are presented in Chapter III. Chapter IV outlines critical questions regarding twelve elements of community education that groups can respond to in order to identify important components for the planning process. Chapter V discusses the review, evaluation, revision, and recycling of plans and planning processes. A training outline for planning, references, and sample goal setting and planning instruments are appended. (MK)
