The Bazelon Center for Mental Health Law is the nation's leading legal advocate for the rights of adults and children with mental disabilities. The Center uses a coordinated strategy of federal policy advocacy, legal support for a nationwide network of advocates, and creation of educational materials to help families, professionals, administrators, and policymakers better understand complex federal laws and regulations. Through its legal advocacy, the Center helped to establish the right to education for children with disabilities, at a time when such children were largely excluded from school ("Mills v. Board of Education"), and the right to treatment for youth warehoused in juvenile detention facilities ("Morales v. Turman"). The Center also led a campaign that greatly expanded the number of children qualifying for Supplemental Security Income (SSI). SSI is the federal program that provides income support and--even more important--health care through Medicaid to children with serious disabilities. The Bazelon Center works to: (1) reform state mental health and child welfare systems; (2) improve enforcement of the federal special education mandate; and (3) expand Medicaid mental health services and supports for children and their families.
