This document lists issues in elementary and secondary education which were identified by a review of education journals and newspapers, including: Congressional Quarterly, Education Daily, Education U.S.A., Harvard Educational Review, National Journal, Newsweek, New York Times, Phi Delta Kappan, School Review, Time, Wall Street Journal, and Washington Post. A description of the procedures used to identify the issues--(1) identify potential issue; (2) analyze to determine nature of concern; (3) choose format for issue question; and (4) assess importance--is given in the introduction. The listing is divided into four major sections: (1) population served; (2) services provided; (3) organization for delivery of services; and (4) finance. Within the four major sections, the issues are listed according to topic areas appearing in alphabetical order. Issue questions within a topic area may appear in hierarchical form with the subissues grouped under global issues. (JD)
