Surveyed 738 public secondary school counselors and principals to examine counselors' roles and effectiveness. Results showed counselors spend half their time on personal and academic counseling and college advising and 28 percent on paperwork. Overall, three-quarters of the principals rated counselors as effective. (JAC)
