Access to College and Bush's Budget Top Agenda at Meeting of Higher-Education Leaders

This article talks about the plan of Bush's administration to end the Supplemental Educational Opportunity Grant program and focus on the broader goal with increased access to college for underrepresented groups and not spend their time protecting inefficient programs. During the annual meeting of the American Council on Education, the new under secretary of education Sarah Martinez Tucker delivered a speech and called on colleges to help the department remake the federal student-aid system. The council and other higher-education associations have criticized the department's decision to end the Supplemental Educational Opportunity Grant program, which augments Pell Grants for low- and middle-income students. They say that the president has proposed should not come at the expense of other need-based-aid programs.
