Schools must rid themselves of their image as institutions set apart from the community, run by professional educators who have little contact with the public. Public schools are financed by the entire community and ought to serve the entire community. The public has a right and responsibility to be well-informed on how its schools are run. Many times the public believes the schools can accomplish educational goals, but that educators just won't do the job. School boards should learn to acknowledge to the community that education cannot always achieve its goals simply because the state of the art does not allow for such perfection. Board members must learn to share their decision making power with the community, which means, among other things, attending closely to citizen committees' suggestions. The board must try to be receptive to conscientiously formulated criticism from the community. Community participation will eventually become a component of the collective bargaining process, but the first efforts of the schools will be directed toward community involvement in decision making and in actual school operation.
