The manual presents 16 main steps for health project management, from project formulation through termination. The manual defines a health project as a temporary intensive effort to set up and put into operation a new or revised service that will result in the reduction of specific health or health-related problems. (Typical examples include the construction of a water supply system or the initiation of a malaria control program.) Part 1, Project Formulation, presents the following steps: (1) preparing for project formulation, (2) analyzing the organizational situation, (3) analyzing the health, socioeconomic, and demographic situation, (4) analyzing and projecting the problems, (5) setting the objectives and targets, (6) identifying potential obstacles, (7) designing the strategies, (8) planning the project, and (9) writing the project proposal. Part 2 continues with steps in project implementation: (10) initiating the project; (11) specifying and scheduling the work; (12) clarifying authority, responsibility, and relationships; (13) obtaining resources; (14) establishing the control system; (15) directing and controlling; and (16) terminating the project. Each chapter contains: flow charts and figures depicting the sequence of steps and substeps and their relationship to the entire implementation process, questions and answers, and a description of a fictitious health project.
