The Little District that Could: Literacy Reform Leads to Higher Achievement in California District
Kelly, Patricia R.; Budicin-Senters, Antoinette; King, L. McLean
ERS Spectrum, v23 n3 p15-25 Sum 2005
This article describes educational reform developed over a 10-year period in California's Lemon Grove School District, which resulted in a steady and remarkable upward shift in achievement for the students of this multicultural district just outside San Diego. Six elements of literacy reform emerged as the most significant factors affecting change: commitment to literacy, implementation of safety nets, increasing knowledge base, ongoing professional development, focused assessment, and increasing instructional materials. The impact of the literacy reform and the redirection of resources focusing on literacy resulted in substantial growth in standardized test measures and improvement in California's Academic Performance Indicator (API).
