New Guiding Principles in Educational Policy: The Case of Germany.
Weiss, Manfred
Journal of Education Policy, v8 n4 p307-20 Jul-Aug 1993
Whereas the shift toward pluralism, choice, deregulation, and parent empowerment reflects the market ideology's advance into education in other industrialized countries, the force driving the German movement is loss of political legitimization and the conflict-ridden state of educational policy. Past strategies for securing legitimization (involving science in educational reform, legalization, and judicialization) have succeeded only temporarily. Structural problems remain. (MLH)
