A Documentation System for Teacher Improvement or Termination
Frels, Kelly; Horton, Janet L.
Education Law Association
The primary objective of a school district's teacher evaluation system is to improve teachers' performance so they can become successful and contribute to the objectives of the district. If the evaluation does not produce this positive result, the teacher must be replaced, either by resignation or termination. The district's evaluation system thus serves a secondary function--the removal of the unsatisfactory teacher. This monograph covers the documentation system, evaluates termination options, and includes several sample letters and memorandums. Contents include: (1) Introduction; (2) The Documentation System; (3) Memoranda to the File; (4) Specific Incident Memoranda; (5) Visitation Memoranda; (6) Summary Memoranda; (7) Summary Memoranda and the First Amendment; (8) The Assessment or Evaluation Document; (9) The Close Out Memorandum; (10) Documentation in General; (11) Evaluating Termination Options; (12) Application to Chief Executive Officers; and (13) Conclusion. Appendices include: (A) Sample Memorandum to the File; (B) Sample Specific Incident Memorandum; (C) Sample Summary Memorandum (General); (D) Sample Summary Memorandum (Specific Directives); (E) Sample Summary Memorandum; (F) Sample Summary Memorandum; (G) Sample Close Out Memorandum; (H) Sample Do Not Write Letter; and (I) Checklist for Creating Effective Documentation.
