Gender Aspects of the Economic Payback of a Tuition-Charging Higher Education

For many decades now the sphere of education in Russia has been considered to be among the most well off among other spheres of activity, from the standpoint of gender equality. One component of radical economic reforms in Russia in the 1990s was the transformation of education financing. During the reform years the number of students in higher educational institutions rose by more than 1.8 times. The increase did not all take place at the same rate: until 1995 the number of students increased by 3 percent to 6 percent per year, but after that the process turned into a virtual landslide, and by 2001 the number of students enrolled in higher educational institutions rose by 14.5 percent. Interestingly, 96 percent of the entire increase was achieved as a result of expanding the practice of tuition-charging education, both in state-run educational institutions (the majority of new school slots) and in nonstate ones. In this article, the author forecasts the results of changes in the financing higher education. (Contains 3 tables and 7 notes.)
