"A History and Case Study at a Selected Tribal College" focuses on a tribally chartered two-year institution of higher education. The selected Tribal College serves Native American and non-Native American populations on two separate and distinct reservations and one urban location. This study surveys the history to answer basic foundational and operational questions, including questions into the history, establishment, and development, to explain the present state; predict possible future outcomes; and identify recommendations to avoid challenges to survival. The basic documents that were reviewed throughout the study were Board minutes, college catalogs, and outside reviews from accrediting teams. The selected Tribal College began under a different name, formed through a joint effort of between the three chartering members, and a two-year state controlled institution of higher education. The college's mission has remained fairly consistent throughout its history. The primary reason that the Tribes developed a Tribal College was to assist their people and to protect their individual cultures. The challenges and accomplishments over the time period examined are many and varied. The main accomplishments of the selected Tribal College were that it was an accredited, associate-degree granting institution of tribal higher education, operating on reservations, serving members of two federally recognized Tribes and other people. The concerns that the small institution had faced were overwhelming and arching into almost every possible and plausible area of the institution at different times throughout its history. The college has faced serious issues with curriculum development, the assessment of student learning, the loss of a chartering member, facilities, audits, finances, funding, planning, staff/faculty/administrative turnover, and governance issues. The governmental issues that have emerged are also a conclusion with no clear recommendation. The college has had various governmental issues ranging from governing Board issues to Federal government issues. The governance issues to be presented are a mixture of the governance structure issues, misunderstandings of sovereignty, Tribal politics, and how the outside view of the reservations have affected the selected Tribal College. The final, and largest, challenge is one of financial difficulty and can be distributed fairly evenly among three primary participants. The Federal and State government share some responsibility, through funding the colleges at the lowest level of all of the institutions of higher education. The Tribal Nations also deserve some of the responsibility in this area as well because of the lack of finances provided directly to the school. And finally the college's governing Board and administration share the final piece of the responsibility for not adequately documenting funds received. Tribal Colleges face adversity every day from a myriad of sources, both external and internal. Governance and financing play large roles in Tribal College survival or success. The success or constant challenge at an institution is based on its own unique history, but by utilizing the cases presented throughout the history, the selected tribal college can accomplish improvement in governance, administrative struggles, and the overall financial situation.
