A longitudinal analysis yielded data describing the relationship of plan fulfillment to ability, socioeconomic status, race, sex, high school program, and geographic region. A further analysis described the effects of these variables on activity state transitions, or differences between October 1972 and October 1973 actitives. A model for evaluating financial aid data is also presented. (BW)
