In the 2004-05 school year, at a time of nationwide debate regarding the rigor of the high school diploma and the value of school-to-work programs, Chesapeake Public Schools (CPS) conducted an evaluation of the preparation of their students for the job market. The results of the evaluation did not substantiate widespread concern that the high school diploma is not adequately preparing students for college or work, nor did they provide support for critics of school-to-work programs. The evaluation revealed that state standards, mandated testing of those standards, and local requirements ensure academic rigor in the district. Regarding school-to-work programs, a demand was found in the Virginia labor market in the areas of office and administrative support, sales, healthcare, and technology--areas in which high school students can be trained. Found lacking in CPS was the most effective program delivery in these areas. Program updates in terms of format, content, offerings, and/or location were needed, and recommendations were formulated to address these limitations and to reinforce the importance of academic rigor.
