The 16 chapters in this book are intended to stimulate thinking about approaches to dealing with the substance of public assistance policy as it bears on coordination issues, organizational arrangements for policy development and delivery, and processes for building linkages between disparate but related programs. Part I, an introduction, contains "The Coordination Challenge" (Jennings, Zank). Part II on the federal role consists of four chapters: "The Presidency and the Coordination of Public Assistance" (Hopkins); "Congress and the Coordination of Public Assistance" (Gimpel); "Coordination among Administrative Agencies" (Bailis); and "Federal Policy Changes to Enhance State and Local Coordination" (King). Five chapters in Part III on the state role are as follows: "Patterns and Perceptions of Employment and Training Coordination in the States" (Jennings); "Planning and Organizing to Coordinate Human Service Delivery in the States" (Jennings); "The Eight Percent Set-Aside as a Coordination Incentive" (Ainsworth); "State Government Coordination of the JOBS [Job Opportunities and Basic Skills] Program" (Jennings); and "State Efforts to Influence Federal Policy" (Krane). Part IV contains five chapters on the local role: "Strategies for Coordination at the Local Level" (Corbett); "JOBS and JTPA [Job Training Partnership Act]: Single Point of Contact in Pennsylvania" (Farley); "Lafayette Court Family Development Center: Bringing Social Services and Housing Programs Together" (Harris); "Youth at Risk: Making a Difference at the Local Level" (Thornburg); and"Community-Level Coordination of the JOBS Program" (Jennings). Part V, the conclusion, contains "Coordinating Public Assistance Programs in the United States" (Zank). Appendixes include an index and contributor biographies. (YLB)
