Strategic and operational issues throughout the world formed the focus of the International Conference on Family Planning. The objectives of the conference were to review the accomplishments of family planning over the past decade, assess the challenges and opportunities for the 1980's, and identify means to strengthen commitment to family planning as an essential component of development. The document contains conference recommendations, the keynote speech by the chairman of the conference, and the background document which supplied the key reference points for the conference. Future strategic approaches include community participation, sensitivity toward users and potential users, increased integration of family planning with other development activities, improvement in the status of women, and an increase in men's participation in family planning. Specific program recommendations involve expanding services, strengthening management and training, offering supplies, increasing communication and education, using qualitative methods in research, and exercising caution when using incentives and disincentives.
