The manual is intended to encourage Head Start program and school district collaboration in providing an integrated system of services and support for the preschool handicapped child. The introduction identifies specific benefits of collaboration followed by a list of definitions of common terms used by the Head Start programs and school districts. Head Start and school districts are then compared in terms of: differences and commonalities, program philosophy, program goals, program eligibility, program services, staffing, funding, and beliefs and assumptions which might inhibit cooperation. The next section looks at ways of making collaboration work in subsections concerned with types of collaboration, taking steps toward collaboration, elements of agreements, procedures for developing contractual agreements between Head Start Agencies and local school districts; roles in collaboration (building an integrated support and services system), identification, evaluation, services, non-educational services, and sample placement and service decisions. Over half the document consists of appendixes including information on laws pertaining to services to handicapped preschool children in Head Start and school districts, Head Start income guidelines, Head Start diagnostic criteria, referral placement, sample forms, and a sample Head Start School District agreement and contract.
