This report is a good practice guide for higher education institutions on intellectual property rights in e-learning programs. The report includes model clauses that may be included in contracts at higher education institutions and incorporates comments from a previous limited "expert" consultation. It focuses on how to manage intellectual property rights in e-learning and on the relationship between institutions and their staff and students. It also examines provisions in employment contracts and provides examples and guidance. Emphasis is placed on: (1) dissemination of knowledge; (2) principles of ownership of intellectual property; (3) instruments of effective intellectual property right management; (4) using third-party intellectual property; and (5) collaboration with the private sector and international entities. Five appendixes contain a bibliography, supplemental information, and a sample consortium agreement. (Contains 17 references.) (SLD)
