Strategic planning is a common tool utilized at colleges and universities to assist in achieving institutional goals. Leaders in higher education have taken best practices from corporate management and adapted them in an effort to develop comprehensive approaches to institutional planning, assessment and accountability. Various models for planning and budgeting have been created and implemented in an integrated fashion yet, as revealed in the research and literature, there is a need to close the loop in the planning process by tying resource allocation to mission objectives and priorities. This qualitative study allowed this researcher to conduct a case study of a private college that was intentional in its planning process and utilized an integrated process that tied resource allocation to strategic planning. In an effort to answer the primary research question, "What relationship(s) exists between the attainment of institutional priorities and allocation of resources in an integrated strategic planning process utilized by a small private college in the Eastern United States?", qualitative methods of survey and interview were utilized and enhanced by review of institutional documents. The case study identified a connection between allocation of resources based on strategic planning and attainment of institutional goals and priorities. Differences arose among employee classes in terms of the how the current process functions in relation to their perception of how the planning and budget process should function. Although the need for increased communication was indicated in the results of the study, the planning process was brought full circle through assessment processes that measured and reported institutional outcomes and allowed the college to make corrections when necessary in order to achieve stated priorities.
