Traditionally scholars have used the digital divide and technology acceptance model definitions when examining why some people elect not to use certain information and communications technologies. When examining the phenomenon referred to as voluntary digital exclusion, the use of these classic definitions is woefully inadequate. They do not sufficiently examine the intangible factors; this methodology needs to be expanded, specifically to include how the experiences and attitudes of an individual affect one who chooses to make this conscious decision. This dissertation provides greater clarity expanding the understanding of this phenomenon; it documents a phenomenographic research study examining voluntary digital exclusion from a first person point of view. Participants were asked to give their personal accounts of how they experience living in a technology-dominated information society while choosing not to use the Internet. The study concludes that the parties making this decision do so as a result of their past experiences with information and communications technologies (ICTs); these experiences shaped the attitudes of the study participants toward these technologies which resulted in the actual decision not to use these innovations, specifically the Internet. This study also illuminates the strong correlation between experiences with ICTs, attitudes toward ICTs and reasons for not using ICTs.
