Planning for Secondary Vocational Education in Georgia.

A literature review and analysis was undertaken in order to present policymakers in Georgia with broad overview of the issues related to planning in vocational education and to propose a modified programmatic model for vocational education that would incorporate contemporary thinking about the mission of secondary vocational education and implement new federal and state legislative requirements. Various planning theories were analyzed, including synoptic, incremental, mixed-scanning, advocacy, radical, and transactive planning. The methods of allocative and innovative planning were compared. Each theory was analyzed with respect to its applicability to vocational education, public interest, human dimension, feasibility, capacity for generating action, substantive theory, goal setting and clarification, leadership involvement and development, local/regional variability, experimentation and innovation, and capacity to generate and use data. Vocational planning was also examined in relation to economic theory and the underlying economic model of planning. The study culminated in the formulation of recommendations concerning development of a (1) statewide information system that would include student and employer followup data, (2) a two-component planning model for secondary vocational education that would involve management, operational, and long-range planning, and (3) a systematic program of curriculum development and revision based on the proposed statewide planning model. Twenty-two pages of references conclude the report.
