Evaluation of Integrated Planning Systems in California Community Colleges

California community colleges are experiencing unprecedented levels of sanctions from their accrediting agency. A survey of planners in these colleges reveals a wide gap between current practice and perceived importance of integrated planning practices, as well as misalignment in budgeting methods. Statistically significant gaps were identified for fifteen survey topics, including linking budget allocations to institutional priorities. An analysis of common budget methodologies indicates that current forms of budget preparation are viewed differently by college planners when comparing current practice to desired practice. Formula and incremental budgeting were both rated lower for desired practice compared to current practice. Survey respondents favored the use of performance and program budgeting. The results of this study suggest that many institutions currently utilize planning models that lack necessary integration of planning, budgeting, resource allocation, and assessment of outcomes.
