Partners in Quality is a research and development project sponsored by the Canadian Child Care Federation and its affiliates to explore how child care providers, parents, and other partners can work together to support and improve quality in child care. This booklet, in both English and French, is the third in a series to support child care providers and to enhance the dialogue within communities on the importance of quality child care environments. The booklet is designed to be used for two workshops within the Partners in Quality series. The booklet focuses on the child care infrastructure, its impact on child care quality, and ways to influence the child care infrastructure. The booklet's introduction defines infrastructure as the underlying foundation or framework of a system or organization, which includes legislation, regulations, funding systems, professional associations, training programs, and programs physical arrangements and administration. The remainder of the booklet is organized into three parts. Part 1 examines the relationship between infrastructure, job satisfaction, and program quality. Part 2 considers ways of influencing the infrastructure in individual centers, family child care agencies, and family child care homes. This part also focuses on ways administrators can improve the organizational climate and working environment, the role of boards of directors and center owners, and ways to improve the quality of working life in family child care homes. Part 3 suggests ways to influence the broader child care infrastructure and includes discussions of professional development, mentoring, credentialing, accreditation, professionalism, and advocacy and unionization.
