This Headline Series, focusing on U.S. foreign policy, is adapted from a series of four lectures by the author delivered at the Claremont University Center in April 1975. Part one discusses the 1973 Mideast oil embargo and the impact of the crisis on future U.S. foreign relations. Especially affected are questions of interdependence, raw materials, negotiations, natural resources, nationalism, environment, monetary systems, and balance-of-power politics. Part two talks about the relationship between foreign policy and public information about it, especially with reference to the United States no longer dominating world politics, which is not a popular position for most Americans. There is less consensus among Americans on foreign policy issues since 1965 than during 1945-1965 because goals and ideology are unclear, as explained in part three. Many postcolonial countries have become strong nation-states, changing the political climate globally. Part four points out that the United States is hampered in its ability to conduct modern foreign affairs effectively due to the organization of the federal government. Foreign affairs jurisdiction is fragmented among various departments, and no central authority exists for policy-making. Suggested discussion questions on future foreign policy and references conclude the document. (ND)
