At the beginning of 1973 there were slightly more than 200,000 Finnish citizens residing abroad. The great majority of these emigres (over 90 percent) have moved to Sweden, including 90,000 school age children. Trying to resolve difficulties these children face, Finnish authorities, with their Swedish counterparts, have developed 3 goals: (1) to provide equal educational opportunities for migrant children; (2) to meet the wishes of citizens in a Nordic country who live in another Nordic country for tuition in the mother tongue; and (3) to reach "active bilingual ability". Difficulties are encountered in: (1) recruiting bilingual teachers; (2) conducting adequate primary classes in Finnish; (3) teaching Finnish as a mother tongue; (4) teaching in Swedish; (5) providing teaching material in Finnish and suitable tests; and (6) resolving problems in educating handicapped immigrant children. Although children returning to Finland receive instruction at all levels in Finnish and Swedish, they do still experience readjustment difficulties. Research was started in 1972 on a programme designed to reveal the amount, development, and structure of migration, and its regional particularities. Further research analyzes the causes and consequences of both emigration and return migration. The documentation section lists over 50 publications from 1970-72, also including Swedish publications.
