The International Council for Educational Media (ICEM) was asked to conduct a study based on reports from a selected number of the ICEM member countries representing different styles of educational organization (from centralized to decentralized), different organizational methods for the production of educational software (from governmental to commercial), and different levels of integration of the computer into education. A detailed questionnaire, which was developed as the survey instrument, requested information about professional, applications, and didactic software packages from software developers, converters, and users in Canada, England, Hungary, Italy, Japan, the Netherlands, Scotland, and the United States. Specific questionnaire items addressed issues such as the educational context in which the software was used, the nature of software development (governmental or commercial), how decisions about content are made, criteria for field testing, production criteria, criteria for the conversion of software brought in from other countries, criteria for the selection of commercially available software, and criteria used to evaluate the use of software in the classroom. A summary of the results for each of these areas is provided and conclusions are discussed relating to software development, production, selection, conversion, and research. (GL)
