Over the past several years, there has been a shift in emphasis in many business, industry, government and military training organizations toward human performance technology or HPT (Rossett, 2002; Dean, 1995). This trend has required organizations to increase the human performance knowledge, skills, and abilities of the training workforce. Organizations that have been successful in making this transition have realized the benefits of blending instructional and non-instructional solutions to address performance problems (Schaffer & Keller, 2003; Huselid, 1995). What have been lacking are software tools to support the capacity-building efforts of human performance technologists. Such tools have the potential to support knowledge-building and development of a common shared knowledge base both within and across organizations. (Contains 4 figures.)
