The Housing Question of Young Families in Cheliabinsk

In the city's target program to implement the national project "Accessible and Comfortable Housing for the Citizens of Russia," in Cheliabinsk a great deal of attention is being focused on supplying young families with housing. The financing of the program for 2006 to 2010 comes to 17,884,000 rubles, provided from city, oblast, and federal budgets and from nonbudget sources. The subprogram "Housing for Young Families" calls for 64 million rubles in 2006 and 140 million rubles in 2007. Despite the relatively optimistic indicators of official statistics in Cheliabinsk, the housing problems of young people continue to be acute. In October 2005, at the directive of the city's Administration for Youth Affairs, a repeat sociological survey was conducted to study the extent to which young families are being provided with housing. The focus was on the actual availability of housing for young people in Cheliabinsk, their opinions about the prospects of improving their housing conditions, and their assessments of the assistance provided by the authorities to families in need. A comparative analysis was made of changes in the respondents' assessments of the provision of housing in the past six years. The total number of people surveyed was 1,025, 58% women and 42% men. A total of 26% were age 20 and below; 35% were between 21 and 29; and 39% were between 30 and 35. The purpose of this article is to analyze the survey results, discuss the situation of young families' housing, and explore the dynamics of changes and the prospects of those who need housing, along with ways to solve the concomitant problems.
